第3回 教育機会確保法成立！ 今月15日施行です。

昨年のクリスマスは 記憶に残る日になりました♪
（時期外れで、ごめんなさい）
12月24日、 早稲田大学戸山キャンパスで開催された集会
「教育機会確保法成立 これからのことを話そう」に参加。
全国から150名の参加で盛り上がりました。
基調講演は、文科省の事務次官、前川喜平さん。
事務次官って文科省のトップ？そんな人がどんな話をするんだろう？
と思っていたら・・・
教育を受ける権利は「法律の定めるところにより」全ての人に保障されているが、実際は受けられずにいる人がいる。憲法26条や権利条約に照らして説明。
「学ぶ権利を保障するための教育多様化」ひゃあ〜！こんな話のわかる人が
文科省にいたなんて！法律成立の裏には、こういう方々がいたのかと納得、いえいえ、感動さえしたのでした。（でも先日天下り問題で辞任！ショック
印象的な言葉を幾つか紹介すると・・・
「無知が不安を、不安が恐怖を、恐怖が憎悪に繋がる。だから信頼関係を築くことが大事」
「義務教育は15歳で終わるが、学ぶ権利は終わらない」
「フリースクールと夜間中学とが一つの法律でできたことに意味がある」
「法律ができたので、この法律より後退することはない」等々。
そんなの無理でしょ！荒唐無稽！と笑われながらも『公立のオルタナティブ＊スクール設立』をめざしている私にとっては、歓迎すべき法律ですが、不登校の親の会や支援者の団体からは強い反対意見が出ています。

今回の教育機会確保法は「学校以外の学びの場の公(義務)教育参入」という大きな改革への第一歩！ これが子どもたちの幸せにつながるものになるように、見守っていきたいし、まずは、この法律の勉強会を行政の方、先生、そして
フリースクール関係の人達と一緒にできたらいいな♪と思っています。
＊オルタナティブ教育：オルタナティブとは「代替」の意味、既存のメインストリーム（主流）に替わり得る、もう一つの可能性として使用される。オルタナティブ・エネルギーなど。教育分野では、伝統的な学校教育に替わる革新的な教育実践や理論など。広義には、不登校の子どもらが通うフリースクールや居場所、デモクラティック・スクール、シュタイナーやイエナプラン等の刷新的な学校、ホームスクールも含まれる。
Enacted the "Assurance Equal Educational Opportunity Law"
It was a memorable day on last Christmas♪

I joined the meeting at Waseda University, Toyama Campus on 24th December. The topic was "Let's talk about the school in the future through Assurance Equal Educational Opportunity Law" It supports all people (not only kids but also adults) that have various educational background.
Vice Minister of Education, Culture, Sports, Science and Technology, Maekawa lectured in front of 150 audiences.
It was hard to image what he would talk about because he was the top of the government official. I had been curious about the speech.
He express his opinion such as "All people shall have the right to receive an equal education following to the Constitution of Japan (Article 26, Chapter iii. Rights and duties of the people), however; in fact, some people still don't receive opaounities."

"All people shall have the right to receive an equal education correspondent to their ability, as provided by law.
All people shall be obligated to have all boys and girls under their protection receive ordinary education as provided for by law. such compulsory education shall be free."
I was impressed with his word "diversity of educational background for receiving the right of learning". (He resigned from his post because of recommending from high quarters. I was surprised with that!)
I remember these phrases because it's important for me. Let me show you.
"It is necessary to build up a relationship of mutual trust in order to removes the adverse effects. Ignorance breeds anxiety, anxiety breeds fear, and fear breeds hatred as well."
“We complete compulsory education when we turn the age of 15, but the right to learn will never finish."
"It is meaningful to put together free school and junior high school (for adults who haven't had a chance to go there for particular reasons) in a law."
"Society will not retrograde anymore because the law guarantee the right to equal opportunities."
I devote my life to alternative schools. The law is welcome change for me, however; some organizations (that parents have kids who are not going to school for many reasons or social workers to support them) oppose enacting the law.

This is the first step to the significant reforms! Various schools are authorized to exist as the place that it supports compulsory education.
I desire to think about it, and corporate with many people (government official, teachers, or people who are working at free school). I hope this movement make kids much happier than now.
